Uniform T3-SVD: minimal-rank reduction of ut3 data with prefix-mask output.

ut3svd / ut3svd_supercores / ut3_rank_adjustment_sweep – SVD-based so the output masks are a deterministic prefix (docs/contributor/uniform_svd_prefix_orthogonalization.md).
